The Protecting Primary Care Act: public review
An exposure draft for the 2027 session, not a bill. Comments close Friday 13 November 2026, 5:00 p.m. HST, to info@hawaiihealthcaretaskforce.org.
What the draft would do
Health insurers, mutual benefit societies, and HMOs would raise the share of medical spending paid to primary care over three years; the levels in the draft are bracketed for reviewers. Each carrier would file its primary care share every year, certified by an officer, and the Insurance Commissioner would publish it. The draft bars premium increases and cuts to primary care rates or networks to comply, unless the Commissioner approves them.
Who is reviewing
